Saints Row vs Just Cause 2 modding?

Hey guys, I helped start the Just Cause 2 modding community after gibbed released his tools for JC2. To those who have modded Saints row series, is it similar to Just Cause 2 in relation to modding? The in-game image and simulation looks awfully similar to JC2, and I thought perhaps it works similarly. Am I correct in this assumption?

If I remember correctly, JC2 modding was extremely similar, but that's all I can say as I didnt do too much with JC2.
 
Some parts are similar, but not all. Notably the xtbl files in SR2/3 are very similar to the property files from JC2.
 
I should probably create a thread, but what tool do I use to convert files to DDS or what have you? And what suffix are those files?

Perhaps one of you could make a quick tutorial on how to convert image files and convert them back.
 
fox09, the game has just been released - to the best of my knowledge, we don't have a tool for that yet.

Be patient ;)
