You have droped the files in the rong place, the only files that should be in your cache are Packfiles (.VPP), all the other files should be in your root folder where your Saints Row The Third.exe is

all of this is explained in the Read Me file with the mod

Also why do you have archived folders in your root :S

Installation is quite a bit more involved than that. The readme has specific install instructions.
