Slow time mod request

Would it be possible to make a mod that makes time move slower?

agreed or stop it, I thoroughly enjoyed the stop time mod for skyrim.

This would be sweet. I'd love a bullet time toggle mod for this game where the player moves at a little bit of a faster rate than the rest of the game world and npcs. Would make combat sooo much more badass!
