That is probably the next place to look, find the registry entries and nuke them, then do a reinstall.
WTF did i just saw? ok i am not going to judge, anyway... Hekil Yang, i thought you said you were not using mods but it seems your save game is in fact linked to GotR mod, i think you are trying to load your save without GotR since it did loaded in after i installed GotR mod.
You sure you got Gentlemen of the Road installed? you can try removing SR2 completely through Steam and then install again from zero, but i can tell your issue is Mod related.

There was no registry key and if there was I installed the game in English originally, I just set it to Spanish that 1 day to show my friend who doesn't speak English.
PS: Yeah I know, damn sexy muahaha
I did not have mods when I installed unless Steam version came with GotR without me knowing. I have added it recently just to try to fix the crashes but it did not fix them... I also deleted the game from appdata and steam like twice and reinstalled and I still get the error.
