Perhaps your system can't run it, but the game looks 1000x better with the dynamic lighting set to "All". Mostly for indoor scenes, because every Saints Row game lights indoors and outdoors differently.
Worse case scenario you could set your resolution down a bit, but trust me, it's worth it to have it on.
