Real big noob question here,
where do i put this file for it to work, and when it does where do i find these tabs?

It's a program, not a mod, so you run it on its own. Install the Java runtime environment if you haven't already, then execute the .jar file.

In the userdata folder within your Steam directory.

The AppID is 55230.

Sadly, came across a tougher question: What is the max cash value one can use without setting off a negative number? -_(\

If it's stored as a 32bit number then it's probably somewhere around 2.14 billion.
