Related to those pictures on google I only find metropolis, bidonvilles and buildings

Nope.
No game modifications at all.
1. 'equip' Freeze power.
2. Find any hobo on a motorcycle.
3. Freeze him.
4. Try to take seat on his motorcycle before he unfreezes naturally.
5. ??? hobo unfreezes himself and runs away.
6. PROFIT your character will seat on a motorcycle as a passenger. Alone. Sad. And sadly alone.
Worked for me before Workshop Open update.
Can't check now as I lost my save and have not unlocked Freeze yet.
