I doubt Steam would get Saints Row 1 on Steamworkshop but I don't know, things can change.

It's just a glitch lol. If you switch from a steam with with workshop to one that doesnt really fast.. It'll show up. Then I just edited the pics.
sadly, sr2 workshop would be impossible: the source code went with whatever company made the pc port.
in fact, modding for sr4 has been put on hiatus due to the commercial failure of agents of mayhem. lot of people were laid off, including the ones developing modding tools for sr4.
so it's safe to say workshop support for the saints row series is officially dead.
