When i copy sr3_city_0.vpp_pc and sr3_city_1.vpp_pc into the folder where the readme and patch thing is, and run the patc, it says : cannot find sr3_city_0.vpp_pc, but it is there?

Are you certain that you extracted the entire archive? Also, make sure that you are using either 7zip or winrar to extract, and not something like winzip.
Ok, every file in my cache file in saintsrow the third, is a google chrome file now?

Yeah... I think i pressed the open whith google chrome when i was checking the sr3_city_0.vpp_pc file, it is named sr3_city_0 now, not sr3_city_0.vpp_pc, then the ''use this for every vpp_pc file or whatever. when i try to open it with etc. notepad,
it says: this file is too big....

A vpp_pc file is not a text file. It's an archive containing multiple game files. You would never ever need to open it in notepad.
Also, you need to go in control panel and turn off the folder view that hides file extensions for known file types.

First
1) Open Windows explorer by holding down your Windows Logo key and pressing E
2) Select Tools and then Folder options from the menu
3) Change to the View Tab
4) Uncheck the option for "Hide extensions for known file types"
Then
1) Open the Control Panel
2) Choose Default Programs
3) Select Chrome
4) Click on "Choose defaults for this program"
5) Uncheck the vpp_pc files.

The files are normal now, but it still doesn't work, but that's ok, i wont disturb you anymore...
