Arg, I think you misunderstood that tweet. They are just saying these are separate from the CIC stuff; i.e. you do not get them with the CIC. They are the same TF2 skins though. There aren't two different ones.
 
Man.. I hope you're wrong, otherwise there's no real point to pre-ordering from Steam besides the 10% discount.
Asked for clarification.

You are still missing the point. They are Steam exclusives. They are just not part of the CIC pack. i.e. Console users who preorder and get the CIC, do not get them.

I miss the days when you got all the content included in a game as soon as you buy it on release day. Not having it chopped up and sold separately later on. Imagine if you went to buy a car and at the dealership they told you that floor mats weren't available at this store, but cup holders were.
Maybe they'll call you six months later to sell you those floor mats once they have them in, but at least you get the cup holders! You'd think they were crazy.

I think he was talking in generalities and not specifically about Volition.

The Sim City Airship base is a good example.
