In SR3, it is possible to set the character to be dual-wielding melee weapons, but they are held wrong and you cannot attack. This would need all new animation support and stuff.
well i see what your point is but im kind of new i didnt get to play sr3.... my friend suggested that i play sr4 so i got it......but thankyou...i would do the things all myself if i knew how
 
Can't be done without the ability to add new animations. You could always add a second melee weapon in the player character's left hand with the existing animations, but that would look really shitty.

The Expanded Arsenal mod adds an alternate melee attack animation, though. You should give that a shot, because the rest of the mod rules as well.
