ultor and weapon slots

Can I ask if there is a way to:
1. ged rid of ultor in saints row district.
2. change weapon's slot in weapon shops and weapon cache.(not inventory)
 
Update: ultor goons and cruisers are out and district have police notoriety system but masako in ultor vehicles are still spawn insted of swat and FBI, the game is crashing when it goes from 1 to 2 stars and I'm not sure about helicopters and road blocks. I'm using SR2 Complete Combat Overhaul as an access to spawn files so if someone know how please help.
