Unlock Everything Mod

So, I pulled perhaps the dumbest thing ever
I deleted my saves
I had everything unlocked and a bunch of cache to spare
I'd just like a mod that completes all the quests
I don't wanna have to do the entire damn game again

There isn't one ( a mod that does this), but you can dload someones 100% save game and get the same thing.

Well, it wouldn't feel quite right
That, and it's a bit of a hassle to A) Find a USB Big enough to have SR4 on it, and B) Find someone who has it who has a USB Big enough that lives nearby.

There are many posted on these forums, just download one and stick it in your save folder (sort of). There's no need for a USB drive.
Unless you're trying to do this for a console version in which case, sorry can't help ya.

What you can do is use easy unlocker, Hey it wont complete the quests but it will give you everything... almost
