Unusual store bug.

I'm unsure whether this was caused by mods, but I've removed them all and it hasn't gone away. I just started a second playthrough and am in the very early game, I don't have superpowers yet. For some reason I own every store I come across and while this wouldn't be a problem I can't shop at friendly fire, all the other stores seem to work fine but friendly fire has nobody in it and I can't buy anything because the shopping cart prompt doesn't appear, is this a bug, intentional or caused by a mod.
 
You are able to shop in any store prior to the events when you have to start hacking them, after that you have to have hacked them first.
