Actually the best idea would be to pack all those you said above except the dlc items because they were not from the tables file. I'm guessing they came from dlc3.vpp but I could be wrong.
Actually I believe you are right. The control bindings are necessary for sandbox to work properly though. I recommend repacking those files and let me know if it works ok.
 
Just did some tests and bad news, the controls no longer work. I did tests with both of the "loose files" from the misc_tables in main folder along with a repacked misc_tables AND another test with just the misc_tables as the loose files are all in there. I tried teleporting, the super powers, pretty much everything and nothing happened.

ok. well it is up to you I guess my friend. I say stick with the beta 2009 since all worked ok for you. Seems the way that you just had it worked fine.
 
There might be another way though but you might need to get in touch with IdolNinja and ask him what files in the misc_tables were modified. All I did was I took your tables, then the loose files from Sandbox, threw them in your tables and packed it. There must be some other files that were in the misc tables that IdolNinja modified but you might have to ask him as I have no way of telling what has changed or not. Everything all has the same modified date and time except the files I through in there.

Ok. Thank you. I will see what I can do. Did your sandbox work with my misc tables.vpp?
 
Did more testing. This time I really found some stuff out. If you replace the sr3_city.lua. It will disable the controls.

If you replace all the the files in the cache folder, tons of bad things will happen such as music stopping, no hud, pausing the game will freeze the game too.

I did however did another test to where I used all the vanilla files in the cache folder with the exception of the rigs file and the misc tables(your misc tables) and it looked so far so good there.

EDIT: I think I forgot to update the ASM. Might need to reinstall the beta again but I can verify that the sr3_city.lua file being replaced will disable the controls for the sandbox.

Repack the sr3_city.lua into the misc.vpp from Sandbox into mine from beta 2009 and should work again
 
Your mod doesn't have a misc.vpp, just misc_tables. Only misc.vpp I have is the vanilla one. It does go into that misc.vpp file though but if I do that, wouldn't yours in the main folder override the misc.vpp's version?
 
I was able to put the sandbox's lua file in the main folder and got rid of yours, saw that the controls for the sandbox are functioning as they should.
