Was Fuzz ever slated as an activity for SRIV?

I could just be imagining it, but I could have sworn I remembered reading somewhere that Volition had intended at one point to bring back Fuzz as an activity for SRIV. Was there some sort of technical limitation preventing this? Did I just imagine it? Would it be possible to mod it into the game once we get the SDK?

One of the devs had said it was a "technical nightmare" to get working. They likely deemed it not worth the time.
