what program for xtbl

what program do you use to mess with the xtbl files?

edit:id like to know how to get down to the actualy graphical files, i can see the values and stuff, but im looking to realy open it up and mess around with it, if its possible, i want to try my 3d modeling skills on this game.

im trying to make a more realistic tho still exhagurated version of the dummydump
 
so xtbl are just values right?
They are standard ASCII text files any simple text editor would do.

I just started using it on occasion and it can be helpful though it is rather limited and it has quirks. My main like of it is for when you get
a sample xtbl that has been poorly formatted due to lacking appropriate carriage return / line feed info at end of lines . This thing
will insert them after you save the file again. Then I'll use Notepad++.
Another advantage it very nicely arranges the various sections but overall I just perfer using Notepad++. If one doesn't ahve that, notepad will do.
And of course, I fail at reading I just re-read your OP and you were asking about graphical files.
