Why in the mission 'from Asha with love' the Boss has a default model?

I understand this in Saints Row III in 'My name is Cyrus' mission, but I do not understand what is the point to have a unknown look in 'From Asha with love'
 
Artistic Excuse: It's to mock the stereotypical use of white protagonists in action games

Technical Excuse: It's to make the "Evil Twin" gag work
 
Eh, i bet it is because the developers were too lazy to program every single face possibility on the evil twin.
