My understanding is that the game is saved locally while you are playing and once you quit the steam client syncs the save to the cloud. The local saves for SR4 can be found in "/Steam/userdata/YourUserId/206420/remote" where 206420 seems to be steam's id for SR4.

Afraid not. SR3 and SR4 were not designed with easy modability in mind. The capability to mod them is being added after the fact. So for the foreseeable future there is no easy way.
Well, the way the camera table is laid out is by activity. You have things like the following:
exterior close - for general walking around in the city (not the spaceship, just Steelport)
fine aim - walking around city while holding right mouse button for aiming
sprint - while you are running...
This should be close to what you want. It is the camera settings I used on my play through of SR4. Only real difference is the fine aim (holding down the right mouse button) I couldn't quite get it right with the character centered so I offset it slightly so that you are looking straight down...
Can someone give the steps to get the files into Audacity? I followed this guide and have the OGG files. I downloaded Audacity 2.0.3 but when I try to open it Audacity yells about not recognizing the format "try Import->Raw". So I tried raw import but it asks about encoding and byte order etc...

It may be a simple change in focus. Something that they wanted to do way back when three was first started and it got copied into four. But now their main focus seems to be consoles so hd textures aren't really possible do to memory concerns.
I was also annoyed when I saw the co-op markers on the map but you don't need to play co-op to take full control of the city. I have full control (100%) of digital Steelport and never played a single second of co-op. You are right though, it would be nice if we could hide them.
For me it was "See X on the ship" you make your way to the door to exit the sim talk to that person to get a small speech/cutscene and after that they would send you back to the sim. Once you finished their side mission it was back to the ship for a small speech that they could have just phoned...

It seems like most mods end up changing the same files which means that someone has to go
through by hand to try and merge separate mods. Plus, even if a mod only changes two ettings
in a table you still need to copy the entire file. I don't know how feasible this would...

The command line version doesn't appear to be working (at least for me). I drag and drop a SR4 VPP_PC file onto the executable and it gives me an unhandled IO exception stating that "a file or directory with the same name already exists".
The GUI version works like a champ.
