Me personally I just use PhantasyrowSDK to mod the game. It comes with a mod folder and tools to unpack the games files to insert mods.

If you could get that working that would be amazing! I'm not worried if it's perfect or anything just an impression is fine. It's also probably even harder to do it for cutscenes than songs on the radio.

from my experience (not much) if the mods in your usermods folder are anything but XTBL files you will get a disc error so only put xtbl files in usermods. Anything else you will have to insert into the game files yourself with the sdk I believe i found that text files work too And vpp files...
