Wouldn't it just be as simple as a texture change? The Taxi flag isn't tied to the Taxi itself and can be applied to most (if not all) vehicles.

Speaking of the taxi, when looking in some of the misc tables, it appears that at one point the gateways where going to be taxis. Fun fact, huh?
