I don't know if this is possible or if I should even ask, but would it be possible to add or swap out one of the vehicle cheats to add a velociraptor from ETD?

This isn't a vehicle, it's a character. Also, this function doesn't work outside the final EtD mission.

Not really, there's no way to turn character into vehicle. There was a way to use a flag to make character rideable earlier but after Enter the Dominatrix patch it stopped working completely.

That's one of the Silverlink cheats. There's actually no confirmation that the Silverlight content's fair game for modders
