You're going to need to be more specific. What exactly is happening? What are you doing, step by step? Are you getting an error or what?

I try to delete something and its back again I try to cheat for cars,planes and helis it says my garage is full I try to acess my heliport its says nothing is it.What the heck is going on?????

You have much deeper problems then. It's likely a mod conflict. I would suggest wiping out all mods and starting over. You can do this by deleting all files with the following extension from the root of your SRTT install:
*.lua
*.xtbl
*.str2_pc
*.asm_pc

Then verify integrity on Steam to restore any other files back to the original.
