I noticed the unmarked police cars don't have the bars on the windows but when I customize mine there is no option to remove them. Is this something that could be added?

Does this work with mission replay v8? I know its conflicting with the vint_doc_containers.asm_pc file but I don't know how to use gibbed's tools.

Just use the latest Gentlemen of Steelport release that includes both of them. It will actually build those asm files dynamically for you so that everything works together. Also, with GoS you have full control over what mods to build and could select only those two if you so desired. You can always grab the latest build off the Download section of my site:

Ok but I don't really know how to get it to work. I follow instructions then I get stuck at step 4. it just opens a command prompt and telling me I'm missing the optional mods folder.

That means that it didn't extract it correctly. Use 7zip or winrar to extract and then try again.
