There's a conflict with the mod saints row mods by

TheAlo81 , is there a way to solve it? It is caused by the fact that the two mods have a file called Tweak_table.XTBL​

It's all dependent on you doing it right. There's no way to automate it.

how do i use Winmerge to merge mods? just cut n paste 1 into the other and rename? will Notepad++ work too?

You need to merge the differences, in each mod file, compared to the default file, into a single file. In essence, you start with one modded file, and make the same changes to it that the other file made compared to the default file. This thread is not a good place to start an Introduction to Version Control Systems class, so if you don't know how to merge multiple file revisions, please look up a tutorial.

This is the second time you've asked this in a release thread, and I have already told you the answer. The onus is on you, the user, to download the correct application to use; 7zip or winrar. Please stop asking mod authors to waste their time archiving their releases into different formats.
