How are other Saints using the M2 Grenade Launcher if I haven't bought the DLC?

It's called the Explosive Combat Pack, and costs $1.99.
All it adds is a new weapon (the aforementioned grenade launcher) and a new outfit. Nothing else.

Just select Downloadable Content from the main menu. If you're on a PC it will open Steam.

Okay, what? No offense, but you kind of just jumped to conclusions there. Whether he bought the game or pirated it, he might not be familiar with Steam, and might not know you can get DLC from there. Just because you think something is obvious doesn't mean everybody else does.

Besides, don't you think a pirated version would already include all the DLC?

I forgot that you can see what games someone owns from their Steam profile. lol

Also, thanks for reminding me to link my own Steam account, which if you check, does indeed own the game.

EDIT: Damn it, server error when I try to link it, after it asks me to enter my password. And I'm surprised he goes to the trouble of linking all his alternate accounts to his Steam profile. By the way, could you link to some of the posts he's made from his other accounts? I'm curious.

That last part is incorrect. NPCs will always pick up any dropped weapon if it's better than what they have, DLC or not. If you own the DLC or not. This behavior has been like that since the game launch. It's nothing that shitface's mod did other than having certain npcs use it.

But how does that M2 Grenade Launcher even show up in his game, if he doesn't have the DLC?! (Is what he was asking, I think).

P.S. I find it funny you folks can even distinguish between M1 or M2 and such, LOL. To me, they all just look like the same grenade launcher.

The assets are already in the filesystem, the code to activate it for you (so the player chara), comes with your purchase.
