Well Volition made it clear in several interviews that SR4 and Gat Out of Hell are going to be the last games in the "DERP, POP CULTURE REFERENCES, LOL SO RANDOM! HURR!" incarnation. Combine that with the fact that there are two endings they could use for SR5 which I like to call the "Retcon" and "Earth 2.0" endings respectively. Lastly according to some interviews SR3 was supposed to be much MUCH more different than what we got in the final product. For example Shaundi trying to overcome her survivors guilt, Steelport being much more detailed (yeah i know right?http://vignette4.wikia.nocookie.net...tskirts.jpg/revision/latest?cb=20120827231851), an unknown faction (presumably STAG) during act 2 of the games story having an undercover operator infiltrate the Saints, and at one point the bridge scene was originally a charity concert and press conference being held by the Saints in Stilwater where the Luchadores launch a series of bombings and shootings throughout the city. (As a result several of the characters from SR2 were axed from the attacks which might explain why they never show up or are barely mentioned in the final game).They did say they were doing a reboot, so for all we know Gat Out Of Hell was just the last inclusion in the 'stupid and insane' era of the Saints Row franchise.
