I was thinking the same thing. I also dug this up, this file is a .xtbl file and it also mentions "wheelmanvar" in it so I'm assuming it's Wheel Woman.

(note: incase of misunderstanding {like the sr1 animation insidant :V} the radio mod utilizes songs from other radio stations in sr2, it DOESNOT add new songs into the game. )

Good idea. I, at one point, considered recording my own audio file to create a talk show like the ones from gta.
