NPC Behaviour and Spawn Mod

I don't know if this can be modified, and if it can, if it would ever be a focus of the mod, but is it possible to prevent "normal" enemies and their vehicles from instantly despawning with that warping effect? At least with the aliens it makes sense, but it always bugs me when I go to the next level of notoriety and a group of cops despawns so that STAG or SWAT goons can replace them.
 
I made some screenshots showing the past gangs and new notoriety.

Edit: I'm having trannies from outer space again, the female cops have male sounds. I think it's swat sounds.

is it possible to tweak spawn behavior on level 6 notoriety? I was thinking it'd be really cool if, on a rare occasion, you'd get Super Phillipe, Julius, or Jyunichi instead of a warden.

Not possible,warden encounter is hardcoded and the only hope would be the SDK.I remember seeing some code and a dev commentary from a certain mission script which said something like "now we disable warden spawn" and they just made the notoriety not to go beyond level 5.
