Ultor models are in game as well, aren't they? They were in Asha's nightmare mission
That they are. They could occupy either the military island (Hey, they're kinda military, right?) or the zombie island (zombie island has a lot of Ultor labels, it would fit). Only problem would be the vehicles, but then again they wouldn't really need them on these islands.

There is a problem, It could be that they aren't preloaded.
 
Okay they only shoot if you provoke them now.

Thanks. Sometimes I just like running around and being chummy with gangs.
Though there's something to be said for total gang mayhem. Ideally it'd be nice if one could add options to the Simulation Override, like "passive gangs"/"hostile gangs" or something like that.

EDIT: changed police notoriety, so at higher notoriety levels the exotic cops spawn, portals spawn later now too, and 2/3 of the patrolling officers are the SR:TT cops, 1/3 of them are the SR4 cops, but I might want to change that.

EDIT²: Notoriety gets harder now every act you get through, so let's say on act 1 notoriety is really easy, only on notoriety level 5 will aliens spawn, on act 2 that's on notoriety level 4, and on act 3 the aliens will spawn on notoriety level 3.
