Looks like there is no way to disable just the street lights. Otherwise, messing around with TODs can result in a nice survival horror-y shooting gallery. Also, finally some use for mounted flashlights.

Oh... I forgot write. BadMadScientist wrote me on PM message he want public script for Sandbox+ soon. It will allow carrying homies like Nyte Blayde in mission when you kidnapping him from STAG Building.
