You can already download sr2_hq_texture_pack_v1.01.rar file.
Here are the interface-backend files in case you need them Fan of Saints Just extract them to your "optional_mod_stuff\1-MODDERS_-_PUT_YOUR_OWN_PERSONAL_MODS_HERE" then rebuild patch.
Update for the next release for Masamaru's Saints Row 2 High Quality Texture Pack I hope, will be new sky textures (clouds, moon, ect.) added. Here are some previews, enjoy!

Skybox texture of SR2 is high resolution and quality is also high.
Unfortunately I've never made a skybox texture, so I can't correspond to your hope.

In my PC does not have texture missing occurs.
Those that can be consider as a cause of the texture missing,
1. It is taking time to read the texture.
2. By carrying out the mission and activities, memory is occupied by the cache.
Since the airport chunk has a very large number of texture than the other chunk, texture missing is likely to occur.
My PC specs.

Memory 24GB
HDD Raid0 + SSD Cache (IRST)
