You actually can enter the Three Count Casino, same for the STAG department downtown, only thing there is that you get lvl 3 notoriety.

But once you own the Three Count, you can only acces your Penthouse and your garage. And the STAG department, you can only enter the first level, which truly sucks.

Agreed. The draw distance in SR:TT was god damn awefull.
