Nothing, The process remains in the processes list with the same amount of used memory and unable to close.What happens if you exit out of Steam first and then try to end the SaintsRowIV.exe process?
When doing a Google search on such a topic (win 7 related) one is led on a Twilight Zone like experience. Bring aspirin and coffee.
My suggestion is to perhaps do a driver re-appraisal of your system. Update or regress as needed as drivers can cause this issue.
The odd thing though is you say this only happened after a DLC install. Apps hanging on exit..... I didn't search that one ... hmm.
One might start with having Steam recheck the game cache veracity.
Also, you didn't state if you tried to do this process kill while running task manager in Admin mode.
I've had things fail to kill if using application kill but can be nailed using process kill.
