Have you used Notepad++? Regular Windows notepad breaks the file, you have to install this one to edit it properly.
 
but now i can launch,i uninstalled it and reinstalled SR4,it works but i don't know how to install the expanded arsenal mod,last time i tried,like i said,i could not start it

There's no need to post two replies in a row, edit button is there for a reason.

To use Ultra Powers with this mod, you have to apply this little patch I made. Also, don't install Additional Cheats, it's already included in Expanded Arsenal Mod. Are you using my remastered version of Extended Wardrobe? The original one is horribly outdated and it might cause various issues.

Try to do following steps:
  1. Remove all mods you have at the moment. Just to make sure.
  2. Install revised version of Extended Wardrobe.
  3. Install Freezyburn's Ultra Powers.
  4. Install Expanded Arsenal Mod.
  5. Apply Ultra Powers patch for Expanded Arsenal Mod.
Make sure to do everything in order. Replace files if necessary. If it still doesn't work, let me know, we'll try other solutions.
