Convenient article aside, there's really no excuse for that kind of quality for what is pretty much a triple A franchise and developer. When My brother worked at TimeGate, things like that we're isolated and dealt with, all the while working on an independent project and being sued. I don't mean to insult or belittle devs. It's of no use, but owning actions and fixing them is necessary.
 
Eh, so it's so hard piece of work to fix this one damn icon so it shows up properly and paste 'Merica sound effects (seriously, missing rocket sound effects? How the hell that happened?) but with some redneck music in the background? Seriously, justifying this with lack of time isn't even funny.
And if there is no time to fix something, really, don't put it in the game. Especially as an exclusive for GOTY (or GOTC, whatever) owners because it's just puking at them. I paid about 6 euros for GOTC upgrade just to get a broken costume, expecting it to be something a little bit unique at very least. I'm such a dumb idiot. -_-

I feel like you took that in the wrong way. Now feeling insulted is part of the job, putting effort into something and not seeing it flourish like you'd expected would bring negative emotions in nearly every one.
But look at it from a consumers perspective; "I bought this and it's sub par". That in itself is insulting, having your hard earned dollar devalued with content that doesn't match the quality rest of the game. I've purchased all the DLC and the biggest most expensive editions of all the games, even getting extra copy's from out of the country to secure a fuckin' hat. Because I love The Row, I hold it, and it's developers to higher standards. I'm sorry if I offended you, none of my words are meant to do so. And I don't know the whole situation and all the details of the weapon skin, but come on.

I paid 10$. And why doesn't Humble except Bitcoin anymore? What the hell am I supposed to do with all this money?
