SR4 removed & beta content

There's life steal effects in Gat loyalty mission, Maybe it's possible to combine it with the life steal itself and add it in the game.
 
Lifesteal was from the Vamp DLC in SRTT. It's very possible that is what you folks are seeing left over in 4.

It was part of:
Saints Row: The Third - Bloodsucker Pack

A lot of folks hated it after installing it.
 
But I found somehing in tweak tables in SR IV:
Buff_Life_Steal_Close_Duration
Buff_Life_Steal_Damage_Per_Second
Buff_Life_Steal_Duration
Buff_Life_Steal_Radius
and also I extracted effects of buff_life_steal.str2_pc and repleaced it with fire buff:

Hostage execution is a completely different thing than a superpower element. Telekinesis includes life steal element already so I think that's why they cut it from the buff.
 
Ah yes, Telekinesis does have a lifesteal version. Forgot about that since I never really use it. I think Fan of Saints is correct.
