Read.This.Thread.

It tells you clearly and explicitly what values to edit in those files in order to set height to whatever you want. I can't be any clearer than that.

EDIT:
From the 2nd post in this thread:
* Throw out his mod completely and grab a fresh character_definitions.xtbl file.

* Find the StyleTest_PC entry and only change this one entry:
<Height>1.0</Height>

I did some math and found the values that should match exactly with his height mods (I tested them and compared screenshots to his to confirm) :
<Height>0.75</Height> Child
<Height>0.85</Height> Teen
<Height>0.90</Height> Female
<Height>1.15</Height> Brute

NOTE: You'll need to extract character_definitions.xtbl from misc_tables.vpp_pc which is located in your srtt install folder here:
..\steam\steamapps\common\saints row the third\packfiles\pc\cache\

You'll probably want to give the modding basics thread a read as well to understand how the tools work:

No, I did not. I said you need to open character_definitions.xtbl and find the StyleTest_PC entry and change the Height value there.
