Yes go to microsoft.com and look it up. If you are running a legitimate version of windows 8.1 the upgrade is free.
I know it's free for Windows 8 and Windows 7 users for the first year

it has annoying red rain all over your screenshot, it best have a clear screenshot to activate clearskies weather to remove the rainMy current wallpaper
My recommendation is sweetfx v2 final. Some prefer 1.5.1 for a little less color.

You mean cheat? I have cheat for clear skies too. Btw, It's SR4 screenshot and I made it long time ago now I have weather system from TT and it works better.

Does the version 2 of this mod can play with directx 11 launch? Bcoz I saw on the v2 update there's a support for dx11 launch...so does that mean it can or cannot?
Bcoz I tried and it said something like 'file d3d9.dll I don't remember" is missing etc... Then I tried with dx9 launch and it worked
*EDIT : When I open with directx 11 launch it says = The procedure entry point CreateDXGIFactory2 could not be located in the dynamic link library C:\WINDOWS\SYSTEM32\d3d11.dll.
I tried it with v2 and v1.5.1
