I've posted this before, but personally I feel that Saints 5 should be called exactly that. It could be a heist game set to properly parody GTA5's heists (or lack thereof). Instead of a gang, you're part of a heist team trying to rob three different groups (each of which is naturally quirky). One's a casino, one's a corporation, etc.
The story is played mostly straight just like SR2, but because of the Saints meddling around with time at the end of SR4, there are a lot of easter eggs caused by the time-fuckery, such as Keith David being on dollar bills as I mentioned before and the Gatue of Liberty actually being a physical thing. This would also be a great way of working crazier weapons into the game eventually. You start the game with realistic weapons, but eventually you start getting futuristic weaponry created after Kinzie reverse-engineered all of the Zin's technology. This ultimately results in you unlocking the superpowers.
They could work the Saints in there too by having The President be the one who hired them or something
