WHY AM I RUNNING AT 3FPS?!

So very randomly, quite a few days ago, GTA IV started running at 3fps, so I reinstalled it and now it won't even start. So I was going to play SR:TT and it too is running at 3fps. I've verified the inegrity several times and every time it says "1 file was found corrupt" or something like that. But apparently it never fixes it because it says it ever time. Either way I'm really pissed off :mad: ! I've tried everthing! It's been like this for almost a week now!
 
It will always download 83Mb every time you verify. That's the CEG (custom executable generation) DRM in action. It's not your actual problem.

Your actual problem is something system related if it's affecting multiple games and not just SRTT.
 
What's weird is that it's only GTA IV and SRTT. RCT3 runs fine, as well as Sims 2 and Sims 3. GTA is so fucking unstable anyways, so I have no idea what's wrong with that.

I'll give you the whole story:
My friend made a ENB settings for GTA, so I tried it out, but it cut me down to 3fps. So naturally I uninstalled the ENB and wen't back into GTA again. It looked like it did normaly without the ENB, but it still ran at 3fps. So I uninstalled and reinstalled the whole game, applied my mods again, and now it won't even start. So I gave up and wanted to play SR:TT. I went into the game (and take note that the entire time, ALL THE WAY THROUGH, the menues and everything still ran at a good FPS) So I went into SRTT and when the game actually starts, it plays at 3fps.

I don't know what the hell could be wrong!
 
First off i'll run you through the typical troubleshooting steps. Since it used to work, my first suggestion is make sure you haven't made any changes to your system, or try reverting the changes you've made. Second, make sure the video card fan is actually blowing when the game is running, because they'll underclock if they get too hot (and/or just crash).
 
1. I haven't made any system changes, and if I did I just checked and there's no restore points available
2 The fan is running, but I guess I can try spraying it out with an air can.
PS I am running on a laptop if that makes a difference, and check the sig for my specs
 
Are you SURE the enb series is gone? I think it uses a d3d 9 dll to take over or something., but I can't remember the exact file. My point is, when you uninstall the game.. it leaves the loose files in the directory, for GTA4. So if you don't flush the directory, it's still there when you reinstall.

If you're not sure, you can uninstall, delete the game directory (if it's under steam for gta4, steam\steamapps\common\grand theft auto iv\ and if not I think it's under program files(x86 if needed)\rockstar games\grand theft auto iv\) and then reinstall.

Same for SR3, where you have to delete the actual cached game copy (steam\steamapps\common\saints row the third\) and then redownload, to be sure.

The thing is that ENB is a special added file, so it won't be touched by uninstalling/reinstalling.


(Edit appendage) I found out the hard way windows does NOT make a restore point when you update drivers. I've also seen a lot of issues coming up video-card wise among people I've talked to (and myself) with newer drivers making older cards lock up and crash and worse, and require forcible downgrading a few versions. Did you update the display drivers recently?
 
ENB replaces alot of files, and I know those were uninstalled, and I replaced the d3d with another mod when I applied them afterwords. And I also deleted all the loose ENB files that were in the root folder. Also I've never updated my drivers since I got my comp (late last summer/early fall I think, and I haven't because it just doesn't want to find updates, adn when I try to update my catalyst panel, It crashes, so I don't even want to mess with driver updates.

PS as for GTA IV, I will uninstall it and check for any loose files, and delete any, and try booting with absolutely no mods, then apply them one by one.

EDIT: I just checked and it seemed to delete the ever single thing, including the folder itself.

EDIT 2: So, I reinstalled and now it works, but I'm on patch 1.0.0.0 or the first patch, whatever, and I'm running at 3fps -_- , but at least I got the damned thing to start. I'm going to apply the 1.0.7.0 patch that I downloaded from the Rockstar website.

So I installed patch 1.0.7.0 successfully, but I still have 3fps. Now, I did some tests, here they are:

The benchmark option ran as slow as the game: Average FPS - 3.51FPS

I went into the multiplayer "Custom Match" and it won't even let me join a game

So I don't know if that changes anything, but...
I just want to get this stupid FPS problem solved before anything else.

I might have thought about moving it if you were troubleshooting, like your dishwasher or something. :p
