The VTOL appears in one of the Cat/Mouse co-op pairings and CAN be stored.

I had no luck in finding anyone to join the madness. Is that so because of my modded game?

Hold down N while you're piloting it during the activity.
 
I tried getting in the VTOL that's in Kinzie's Loyalty mission but the game wanted me to blow it up and I couldn't climb in. Good to know you CAN swipe one though.
