I will have to test this with the lowered requirements that I have in my settings.

I found this out a couple of days ago, just started going through my installed mods and looking for updates. I have my downloaded mods stored separately, so I can see which one installed the file and check for an update.

You do not need all of the clusters to max out your powers, I had 190 left over at the end. Of course I just completed getting all of them for the second time.
