Same, I really don't understand why there isn't just a basic PC editor yet... I mean there REALLY shouldn't be ps3 or xbox save editors at ALL because it breaks multiple agreements yet on the PC it would not break any agreements but sadly the PC save editor does not exist :/

What if you can't use any of the CMD applications? They always close immediately for me(almost any kind of CMD prompt will do that on my pc)

You can do all that but in SR4 :D But in truth I never forget about SR:TT due to it's craziness SR4 was born

Basically is it possible to make a mod that increases the time in which an enemy or civilian is frozen?(with the Ice blast power and also possibly the Ice buff power)(unlimited duration would be best :D) I know I know it's a really small request it would just be nice to see enemies frozen for...

yes :D i loved them in SR2 but it stinks they took a lot of things we loved in SR2 and didn't put them in SR3-SR4 (like fighting styles and walking styles) SO YES SOMEONE MUST PUT IN THE HYDRAULIC SYSTEM!!
