Yes, but 'seems' may well be the key word. GTA4 seemed great too remember. To some it is. To others we can't stand it. I'm waiting until it's out, and even then gonna ask a few people what it's really like, check some of the independent reviewers who aren't strongarmed by R* into high reviews (it's not bribery, it's extortion. As in 'if you don't review the game at least x score, we stop giving you free early review copies', so naturally they do because it's that or they never get to review another game from $Publisher again)
Then I'll see. Maybe. Dragon Age 2 had good reviews and was by a dev I trusted, and no one mentioned all the horrid stuff (although actuially the PC Gamer review noted all the problems, and was very critical, and didn't really like the gmae. But the end score was suddenly 92 like the editor said "Sorry but they're EA, it rates good" without changing the article). In turn, I still haven't trusted 'Bioware' (read: EA) enough to play Mass Effect 3, and a lot of the cries of the ending just confirmed that.
Considering how I didn't like GTA4, GTA5 has to earn my support and trust. It's an uphill fight.
