You can't add any music. Only change existing with quite a bit of effort:

Things I have now confirmed:

Enemy gangs cannot revive
STAG cannot revive police

I couldn't test much more than that because my co op partner kept getting the hash issue

I have confirmed that it does not work.
It's likely a restriction the game makes in the code preventing players from being taken hostage at all
