I've already delete all mods and run the Local Cache verification.
In my opinion, I think the problem is from the new SaintsRowIV.exe

Edit: I don't think country has anything to do with it as my neighbor can run it just fine.

All I get is a steam pop up stating "Steam Error: Failed to start game, app is already running"

Bad patches could be getting pushed out by specific Steam Distribution servers in different parts of the world.

Knowing the location helps track it down if that's the case.

I have the download region set to Sweden, my neighbor was/is using the Norway region.

Edit: Tried running without mods, verifying game cache, restarting steam, and still getting the same error.

I have both the season pass and dubstep gun remix pack, which my neighbor has neither of, these are the only differences I could find between our two versions of the game.

Edit Number Twoo_O: I was playing just fine an hour before the patch hit, now the game won't even start, my patience was wearing thin after the first two "patches" that screwed things up, and now comes this new patch and I can't even play the game... For F**k's sake!

Looks like I'm experiencing the same bug - Steam downloaded that patch and now game crashes back to desktop shortly after playing initial logos, communicating that "Application is already running". I removed all mods and verified integrity of local files as well.
 
So, yeah ... two patches, that problems.
Don't take it wrong Volition, but you're doing a quite a reputation ... :confused:
 
I just tested my game and I ran just fine, all weapons worked and my mods also worked fine.
