Each entry in character_definitions.xtbl has a <Variation> tag following the <Height> one. Variation should be the amount of height difference an npc can randomly spawn with both below and above their Height setting. Though I haven't tried it myself, a value somewhere around 0.2 or 0.3 would probably give you enough variation to make things interesting. Naturally you can increase that value if you want some huge differences .6 or .7 or so would probably spawn midgets and giants and everything in between.

If you do test it out, let us know your findings.
 
thanks. tried it out and didn't work well lol. changed about8-9 total. some peds, gang members, and 1 national guard. game took waaaaay longer to load than nornal and was really stuttery when loading. after loading it played fine for about 10 minutes then froze. i got the feeling it was trying to spawn onea those changes i'd made. i was in gang territory. oh well

I beg to differ, I tried changing the height on Viola and got 100% successful results. No stuttering, no lag or super long loading times. Granted I only did one character. I have no idea what would happen if I did multiple. I can post screenshots if you'd like.

Edit: I can confirm I have no made modifications to the height of 4 cahracters simultaneously including pedestrians, gang members, my character and homies. My game still does not stutter, crash or load slow. I have not tried decreasing any sizes yet, only increasing.

This thread is not a mod release, but actually gives detail on how to actually change the player height. Instead of complaining about it, why not simply follow the instructions and set the height to whatever larger size that you want?
