You have to select optional mods by typing the number for the submenu and then typing the number for each mod you want. Doing so will place an I preceding that choice to show it will be installed. There are a few mods that won't work together, and it will deselect an option if you choose something that will conflict.
 
How to install a clip editor.

Choose the Advanced option, and then select either the normal clip editor or the hide hud version in the Optional Interface and Control Mods menu.

Then he likely has other mods installed in the root that use the same asm_pc file from interface.vpp_pc. These are probably conflicting.

Do you have any idea just how many times people have said they don't have any other mods installed and it turns out that they actually did? Just yesterday someone had that exact same issue in group chat and it turned out that they had forgotten they installed something a while ago. He should check his SRTT root and look for and delete files with the following extensions:
*.xtbl
*.lua
*.asm_pc
*.str2_pc

Also, why are you posting instead of him? It's quite difficult to try and help someone through a 3rd party.
