Also, I've uploaded a "test" version of this mod with new entries added to characters.xtbl to add even more diversity to the pedestrians. Please tell me if you're experiencing any weirdness compared to the previous version, as I'm not too sure if adding new character entries causes problems yet.
I'm gonna test it.

And adding character entries do not cause any problems because I added older some entries and game worked perfectly. 
Tested it and it runs like a charm!
Why can't I stop working on this mod?!
I've just posted v22, which adds a shitload of new pedestrian entries to characters.xtbl and added EMTs as regular pedestrians. You should see a much wider variety of clothing colors worn by pedestrians. Neighborhood spawning was changed yet again, I'll post a more detailed writeup about that later on.
